试论蒋胡"约法之争"

1928年,国民党按照"以党治国"的原则,建立了五院制政府。1930年国民党和南京政府的主要领导人蒋介石和胡汉民围绕制定约法、国民党政权实行合议制还是实行独裁制等问题,展开了激烈的斗争。这场斗争的实质是个人独裁还是"以党治国"的问题,斗争虽以蒋介石获胜而告结束,但却导致了国民党内部的再次大分裂。

Brief Discussion of the Debate Between Jiang Jieshik and Hu Hanmin Over the Provisional Constitution

Kuomingtang set up a government of comprised of 5 councils after uniting the whole country into one in 1928, according to the principle of "ruling the country under the leadership of the Party". In 1930, Jiang Jieshi, and Hu Hanmin, the important leaders of Kuomintang and Nan jing Government, had a strong debate over the issues such as setting up the provisional constitution, and whether or not the Kuomintang Government should rule the country through collegiate system or autocratic rule. The essence of the debate between the two is the one whether to rule the country through autocratic rule of the leadership of the Party. Although the debate ended in the triumph on the part of Jiang Jieshi, it led once again to the split of the Kuomingtang Government itself.
