英敛之、《大公报》与清末立宪

《大公报》是近代史上一份十分重要的报纸。自1902年6月17日《大公报》创刊津门,至1912年2月23日,是英敛之实际主持《大公报》的时期,而这一时期恰恰就是清末立宪运动由萌芽到勃兴乃至消亡的时期。英氏《大公报》不仅是立宪运动的记录者和见证者,而且也是立宪运动的宣传者、鼓动者和支持者。对于立宪风潮的涌动激荡,《大公报》始则倡言于下,继则推动于中,不仅陆续刊登各地立宪的准备情况,公布政府大员的要折和各地来往的要件,还以言论和闲评的形式发表各界人士的评议,充当立宪运动的监督者。在国会请愿活动中,《大公报》予以密切关注,从社会舆论的角度,积极为其造势。该文以此为突破口,对英敛之、《大公报》和清末立宪运动的关系进行系统研究,以揭示英氏《大公报》在近代史上的重要作用,并对立宪运动进行重新审视。

Ying Lianzhi, Ta Kung Pao and Constitutionalism towards the End of Qing Dynasty

Ta Kung Pao is a very important newspaper in Chinese modern history.Ying Lianzhi had presided over it from 17 June,1920,when it was founded in Tientsin,to 23 February,1912.And it happened to be the very period that constitutionalism towards the end of Ming Dynasty sprouted,grew and withered.Ying's Ta Kung Pao was not only the registrar and eyewitness of the constitutionalism,but also the propagator,agitator and supporter of it.For the wave of the constitutionalism agitation,Ta Kung Pao first acted as an advocator,and then a promoter.As well as successively publishing the preparations of constitutionalism in all parts of the country and publicizing the important reports of government officials and the important correspondence in different places,Ta Kung Pao carried the comment made by the people of all circles in the form of free speech and remark and actually served as a supervisor of the constitutionalism.Besides, Ta Kung Pao paid a great deal of attention to the petition to the Congress and enthusiastically built up its momentum from the angle of public opinion. Taking this point as a breach, this paper makes a systematic research on the relationship between Ying Lianzhi,Ta Kung Pao and constitutionalism towards the end of Ming Dynasty so as to reveal the important role that Ying's Ta Kung Pao played in Chinese modern history and take a fresh look at constitutionalism.
