| 摘 要： | 中国新时期武器装备动员的机制与功能是高度统一的整体。武器装备动员机制包括目标形成机制、动力机制、约束机制和调控机制等互为前提、相互渗透、互为牵制的具体机制。其功能是使武器装备动员目标形成法制化、动力 (利益 )市场化、主体约束制度化、调控科学化。

| Abstract: | The mechanism and functions of arms equipment mobilization is a highly uniform whole during the new period. Mechanism of arms equipment mobilization is composed of goal formation mechanism, motive mechanism, restriction mechanism, and manipulation mechanism, all of which condition, infiltrate, and tie up one another. As far as arms equipment mobilization is concerned, the mechanism functions to legalize its goal formation, market its motive (interests), institutionalize its subject restriction, and strengthen manipulation scientifically. |
