An Examination of the Problem of Imputation Principle for International Liability for Damage

The imputation principle is the core content of international liability for injurious consequences arising out of acts not prohibited by international law("international liability for damage").In view of the historical development and trends of international liability for damage,strict liability is not and should not be the exclusive imputation principle.The prospective system of imputation principle should develop toward diversification.As the unitary mode of imputation principle is not advisable,a flexible system needs to be established which will be helpful to solve the problem of the relationship between the duty of prevention and the international liability for damage,and to provide more space and possibilities for the development of international liability for damage.
