谈判势力结构不对称的市场经济体制下的拉美国家,不但面临着不断累积的有效需求不足的隐患,而且经济政策（或政府）对经济长期增长不仅缺乏积极作用,反而往往表现出消极作用,在这两方面的作用下,拉美国家在＂二战＂后的经济增长不可持续就成为必然了,自然资源再丰富也无济于事。仅仅是市场经济并不能带来经济的可持续增长。
