试论我国非法移民遣返制度的完善路径

随着我国对外开放的推进，涌入我国的非法移民也呈增长趋势，不仅提高了社会治理成本，而且由于管控和遣返执法难度较大，导致打击非法移民和偷渡的任务十分艰巨。目前，我国非法移民遣返虽然取得了一定的成效，但依然存在着相关法律的系统性和针对性不强、忽视非法移民源头防控，执法部门配合不够、非法移民管控实效性不强，非法移民遣返专业人才队伍缺乏，国际合作不足等问题。为了有效发挥非法移民遣返制度的作用，提高非法移民治理工作实效性，我国必须从积极健全法律法规、密切执法部门配合、打造专业执法队伍、积极深化国际合作等方面改进和完善当前的非法移民遣返制度，从而为“一带一路”倡议的顺利推进和对外开放的深入发展创造更为有利的条件。

Analytical Solution of Bottom Hole Pressure Behavior in LayeredReservoirs with Wellbore Phase Redistribution and Crossflow

Many studies have been done about the mathematical model of layered reservoirs with crossflow. The dual permeability model proposed by D. Bourdet is the most practical one. But its application is limited because it is numerically unstable when the skin factor is negative. Based on the concept of effective wellbore radius, a new model of layered reservoir with crossflow is presented in this paper. The new model is numerically stable and takes into account the influence of wellbore phase redistribution and it enlarges the application range of Bourdet s model.
