However, during the transition period, a huge sum of “rents” appears in the public domain, people can obtain the rents both legally and illegally. Private enterprises seek rents by legal means. In fact they are chasing the differential incomes similar to differential rents. The high differential rents create conditions for private enterprises to accumulate wealth quickly.
