| 摘 要： | 产业联盟的有序运行及联盟目标的实现,要求选择合理的联盟运营模式及联盟成员的准确定位.提出以产业集中度作为联盟主导的选择依据,确立以政府、企业为主导的两种联盟运营模式.实施政府为保障,资金为支撑,中介为桥梁,大学、科研机构为推动,企业积极参与的联盟发展思路.
