电子政务服务外包理论分析

摘    要:政府实施电子政务服务外包方式是支撑其可持续性发展的重要手段.由于电子政务服务外包是一项创新型的管理模式,如何正确运用、发挥其积极作用是研究与应用这种模式的核心.本文分析了电子政务外包国内外发展现状,研究了电子政务服务外包的相关理论问题,探讨了电子政务外包的发展趋势、操作模式和选择,初步提出在电子政务服务外包中,政府与企业的电子政务建设的激励和绩效模型及项目委托代理理论.

Abstract:E-government services out-sourcing becomes a crucial choice for government to support its sustainable development.Since e-government services out-sourcing in a new managment model,how to apply it correctly and take full advantages of it are the core of this model.The status,related theoretical issues and trends of e-government are investigated in the paper.And the author also analyzes the models for operating e-government out-sourcing management and selection of those.Incentive and performance models as well as project principal-agent theory in e-government services outsourcing are accordingly produced.
