“民工荒”：产业结构升级的契机——透视“民工荒”现象

在我国农村大量剩余劳动力需要转移、城市就业形势严峻的情况下,我国东南沿海地区出现"民工荒"现象值得关注。对此问题,众多学者曾从不同角度进行了分析,但大多是就现象而论。这里则从产业结构升级与相应的人力资源素质关系分析出发,认为"民工荒"是民工素质与产业结构升级不适应的结果,其根源在于民工双重身份所衍生的诸多问题,对此背后之原因进行了深入分析,同时就"民工荒"现象带来的警示进行了揭释。

"Shortage of Rural Labor Force": An Opportunity for the Upgrading of Industry Structures--A Reading of "Shortage of Rural Labor Force"

In a time when there are quite a few redundant rural labors in the countryside,and employment is undergoing a hard time,there has arisen the "shortage of rural labor force(SRLB)" in Southeast of China.Different scholars have made analysis from different perspectives,but most of them are confined to the phenomenon itself.From the perspective of the relationship between the upgrading of industry structures and the quality of human resources,this paper holds that SRLB is the result of the incompatibility of rural labor quality and the upgrading of industry structures.The ultimate cause of the phenomenon lies in the problems brought forth by the dual identity of rural labors.Besides,it investigates into the reasons for SRLB and reveals the lessons that we should learn from it.
