| 摘 要： | 工业园区是承接产业转移的重要平台和载体,产业转移对我国欠发达承接地区的经济发展发挥着重要作用。但欠发达地区在工业园区建设中存在投入大、产出小,园区建设定位不清晰,特色不鲜明以及园区产业集聚效应差、规模效益低等现实问题。对此,欠发达地区应围绕产业承接主题进行园区定位、规划,走特色化、差别化路线,打造产业承接、产业升级和产业集聚三位一体的新型工业园区。
