构建人大在政府绩效评价中的主体地位

"谁来评估"是政府绩效评价的核心要素和逻辑起点。作为政府绩效评价最主要的类别分析对象,政府综合绩效评价具有独立的论域和典型的本土化要求。本文立足于中国行政生态,基于评价对象和评价动力机制分析,提出了构建人大在政府综合绩效评价中的主体地位,开辟并确立人大评价模式的理论观点,并探讨了相应的行动策略。人大评价模式将能够有效促成政府绩效的改善及政府内部评价模式的深入,可作为中国政府综合绩效评价制度建设的重要方向。

Building the dominate position of People' s Congress: the Issue of Body Rebuilding Belonging to Comprehensive Government Performance Assessment

"who to assess"is the core element and initiative of government performance assessment.As an most important category,the comprehensive government performance assessment holds independent domains of arguments and classical localities.This paper is based on the administrative ecology of China and analyzing the mechanism of evaluating objectives and evaluating motivation,putting forward the point of People’s Congress being the main body of comprehensive government performance assessment.After that,this paper defines the pattern of People’s National Congress evaluating and the action strategies related.The evaluative pattern of People’s Congress can make the progress of government performance assessment and help to further development of evaluative pattern within government,which represents the direction of the evaluative institution of comprehensive government performance assessment.
