分析了中国共产党依法执政的内涵,指出了中国共产党依法执政的重要性,特别是提出中国共产党依法执政,应当坚持以马列主义、毛泽东思想、邓小平理论和"三个代表"重要思想为指导,坚持"执政为民"的价值原则以及合法性原则,民主原则,法律至上原则,公正、公平原则.在此基础上,进一步指出了中国共产党实现依法执政的主要途径:转变执政理念,增强依法执政意识,提高依法执政水平,加强对党的执政行为的有效监督.

CPC''''s Idea on Value of Governing the State by Law and Ways to Realize It

Analyzes the connotation of the idea "Governing the State by Law" proposed by CPC and points out the importance and value of the idea. The idea is based on the values of the principle "Governing Is Only for the People", covering such principles as legality, democracy, law the first, justice and fairness. Furthermore, some ways are suggested to realize the idea, such as changing the dated idea on how to govern the state, making governmental leaders and officials more conscious of the idea and enhancing their competence to execute the policies based on the idea, especially intensifying the efficient supervision for what the government and officials behave or have behaved.
