| 摘 要： | 基金制养老保险模式是目前大多数国家养老保险制度改革的目标取向。我国采取的统账结合的制度安排模式,使得由现收现付制向部分基金积累制转轨面临更为严峻的挑战和考验。因而,如何化解转轨过程的风险和解决转轨过程问题的政策选择必然成为其顺利转轨和平稳过渡的关键。

| Abstract: | The accumulation pension system is an international target choice for many countries to reform traditional endowment insurance system.Our country chooses the mode of the united accounts of social welfare,turning from "pay-as-you-go system" into "Accumulation Pension System",which will bring us more rigorous challenges and trials.Consequently,how we can dissolve the risk and the problem in establishing the mode of the united accounts of social welfare will become the key to our policies in the future. |
