| 摘 要： | 加强农村基层组织建设,是全面提高党的执政能力的必然要求.从我们调研的情况看,农村基层组织建设总体情况是好的,但也存在一些不容忽视的问题,主要表现是:办事无钱;办事无力;办事无人;办事无方.因此,推进农村基层组织建设的对策是:第一,正确处理四个关系,着力解决"思想认识"问题;第二,加强基层党组织班子建设,着力解决"有能人办事"问题;第三,加强党员队伍建设,着力解决"有骨干办事"问题;第四,坚持工作重心下移,着力解决"有方法服务群众"问题;第五,建立机制创新载体,着力解决"有章法办事"问题.
