Cooperative Eldercare: Practice Form and Development Trend

Cooperatives are a mutual aid economic organization, and a social service organization as well. Through land replacement, cultural innovation, mutual funding assistance, and labor self-reliance, cooperatives have involved in the specific practice of rural eldercare supply, and have played a positive role in improving economic efficiency, promoting rural community renaissance and enhancing the welfare for the elderly. The advancement of land reform, the implementation of medical insurance for urban and rural residents and the incentives for mutual aid operation subsidies have provided the institutional conditions for cooperatives to get involved in rural eldercare services. Moreover, the characteristics of multi-support and flexible adaptation have also made it become the down-to-earth form of mutual support practice. However, there are still bottlenecks in the practice, such as narrow benefit coverage, low service level, and low sustainable motivation. In this regard, the cooperatives should seize the development opportunities of rural vitalization and make breakthroughs in four areas for future development, including urban-rural integration, industrial integration, service integration, and market integration.
