吉林省社会保障支出与经济增长的弹性分析

社会保障增长应该同经济增长水平相适应，既要保障公民基本生活需要，又要促进国民经济持续协调健康发展。在社会保障的试点省份，尤其是经济发展水平不高的吉林省，研究社会保障同经济增长的关系有着尤为重要的战略意义。利用社会保障弹性系数可以反映“十五”期间吉林省社会保障增长对经济增长变化的反应程度，进而依据弹性值探讨吉林省社会保障增长和经济增长的规律性，最终为“十一五”期间吉林省社会保障事业的发展提出政策性建议。
