On Theoretical Innovation and Building of the Ruling Party

Comrade Jiang Zemin's "Three Represents", as the guiding ideology for the CPC, has solved the problem of what kind of party should the CPC develop into and how to achieve its goal, and thus provides a new scientific approach to the building of the Marxist ruling party. To improve the Party's art of leadership and enhance its governance, we must adhere to the ideological guidelines of emancipating the mind, seeking truth from facts, and pacing forward with the times, as well as recognizing the laws on governance by the Communist Party in both practical and theoretical innovation. Only in the spirit of reform can we consolidate the ruling position of the CPC and promote its development.
