| 摘 要： | 阿诺德·汤因比是19世纪英国著名历史学家。通过对工业革命的研究，汤因比开创了一个历史学新领域。他对自由放任理论提出了批判，提出要想真正地促进公共利益就必须保障所有人，尤其是弱者的自由。他将圈地视为英国现代农业发展的前提，并认为个人所有权的建立是文明社会发展的趋势。

| Abstract: | A. Toynbee, a famous English historian in the 19th century, opened up a new historical area through studying Britain＇s industrial revolution. He advanced an amendment to laisser faire which he believed that the identity of individual and common interests not always be true, if only were everybody＇s freedom guaranteed promoting social welfare could been realized. He believed that enclosure were a pre - condition to the agricultural development in Britain and the establishment of individualist ownership were a law in civilized societies |
