劳工标准与国际贸易挂钩问题的思考

在经济全球化的浪潮下，国际劳工标准日益受到国际社会的重视和关注。作为世界上最大的发展中国家，中国必须面对和正视国内的劳工现状，并逐步改善国内的劳工条件，提高国内的劳工待遇。劳工标准是否应该与国际贸易挂钩、是否应该纳入WTO的多边贸易体制之中？这个问题在发达国家和发展中国家之间的争议由来已久，而且观点各异。从未来发展趋势来看，在西方发达国家的积极推动下，将劳工标准与国际贸易挂钩已经是大势所趋，而且有着一定的现实基础和制度基础。发达国家必须正视各国经济社会发展的现实差异性，积极帮助发展中国家克服现存的困难，逐渐趋向国际劳工标准，而不是通过贸易限制来强迫发展中国家提高劳工标准。发展中国家应该不断提高国内劳工标准，努力使其劳工标准逐步与国际接轨，顺应世界经济发展的潮流，力争在激烈的国际竞争中立于不败之地。

Thinking about Problems of Labor Standard and Its Linking With International Trade

Economic globalization wave makes international community pay increasing attention to labor standards. As the largest developing country, China has to face the present condition of its domestic labors, improve their working conditions and raise their pay. The problem that whether labor standards should be linked up with international trade and labor standards should be put in the multilateral trading system of WTO has been a controversy among developed and developing countries. With the active advancement of the Western countries, labor standards being linked up with international trade has already been the trend of the times. However, developed nations must face up to the realistic differentiation of socio--economic development in different countries, help developing countries to conquer present difficulties, trend towards international labor standards instead of compelling developing nations to raise labor standards via trade restrictions. Meanwhile, developing nations should better the domestic labor standards increasingly, try to bring in line with international practice, go with the tide and strive to remain invincible in the fierce international competition.
