基于科学发展观的中部地区经济发展战略

对二十多年来我国高消耗、高污染的经济发展模式进行反思,指出在未来我国经济发展中必须建立对自然资源消耗的约束机制,要使单位产出中自然资源消耗量逐年减少,大力发展服务业、以人力资源替代自然资源是科学发展观的必然要求;未来我国服务业存在很大的发展空间,人民币升值将会加快我国产业结构升级,发展服务业是解决就业问题和城市化问题的根本途径;中部地区要赶超发达地区,实现经济的跨越式发展,就必须大力发展服务业.

The economic development strategy of the central region on the basis of scientific development view

Firstly we introspect our developmental mode based on high waste and high pollution in the past two decades,point out that the binding mechanism must be set up to control the consumption of natural resources in our economic development and gradually reduce their consumption of resources.Top priority should be given to service industry.And according to the scientific development view,it is inevitable that we must substitute natural resources for human resources.There is still much room for the development of service industry,which is also the best way to resolve the employment problems and problems of urbanization.And the appreciation of RMB will speed up the upgrade of industrial structure.Therefore,in order to catch up or even surpass the developed areas it is imperative for the central regions to attach great importance to promote their service industry.
