论我国灾害救助制度的缺陷及其完善

我国传统的灾害救助在当前巨灾频发、救助管理体系落后、灾深灾重的的背景下日益显示出其弊端，表现为救灾主体单一，救助法律缺失，救助标准不合理，救助资金严重不足，救助机制不健全等，不能适应防灾与减灾的需要，需要以创新的思路，通过明确救助主体、提高救助标准、科学界定救助对象、建立救灾资金多元投入体制、完善救助机制、优化救助管理、建全灾害风险社会共担机制和建立灾害救助制度的评估和监控体系等途径，才能提高防灾和救灾的效果，从根本上确保人民生活与财产的安全。
