| 摘 要： | 根据公共寻租市场的特点引入风险的概念,突破在以往的寻租行为研究中将寻租市场等同于一般交易市场的做法,认为寻租所获得的垄断利润实际上是一种风险收益.由于风险偏好的存在,应该以效用而不是以收益最大化来分析寻租活动中佣金和收益.文中运用该理论对现有的遏制公共寻租活动的措施进行评价并提出了建议.

| Abstract: | The paper introduces the concept of risk according to the characteristics of public rent seeking market, breaks through the methods that regard the rent seeking market as a common commodity market used in previous studies concerning the action of rent seeking and points out that the monopoly profit from rent seeking is actually one kind of risk related return. For the existence of risk preference, commissions and returns should be determined by the maximization of utilities, not of returns. By means of this theory ,the current measures against activities of public rent seeking are evaluated and some suggestions are raised. |
