| 摘 要： | 当今追求人与自然的和谐,不再仅仅是环境保护的需要,也是保证经济持续发展与社会和谐的关键因素。循环经济作为实现人与自然和谐共处、共生共赢的最佳经济模式,利于转变经济增长方式,走新型工业化道路,利于妥善协调各方面的利益关系,保证社会实现基本公平与正义。发展循环经济必须进行理论、制度和科技的创新, 以不断增强社会主义和谐社会的造血能力。
