| Abstract: | There are two misconceptions in the guidance of policy made for the management of scientific research projects and funds in our country. On the one hand, when tenders are being evaluated, the status and influence the tenders will have are over emphasized. On the other hand, the evaluation of scienfific papers, too much emphasis is laid on the influence of the SCI journals in which the papers are published. |
