现阶段我国政治体制改革的根本目标与路径选择

长期以来,国内理论界将"社会主义制度的自我完善"当成是我国政治体制改革的根本目标,这一看法并不准确。从邓小平对政治体制改革问题的系统论述和中共十六大报告的有关论述来看,实行政治民主化、建设社会主义政治文明是我国政治体制改革的根本目标。为了实现政治民主化这一根本目标,我们必须从完善党内民主、扩大基层民主、疏通和拓宽公民政治参与渠道、加快法治进程几个方面选择综合性改革路径;应当采取渐进式改革战略,以实行党内民主改革为关键,首先从外围突破,为促进党内民主改革、全面推进政治体制改革和完善社会主义民主政治创造条件。综合性改革路径选择与渐进式改革战略相结合是政治体制改革积极稳妥推进和民主政治顺利发展的保证。

The Cardinal Goal and the Route Choice of China's Political Reform in the Present Stage

To bring about political democracy and constract socialist political Civilization is the cardinal goal of China's political reform in the present stage.For the sake of realizing this goal,we must apply the multiple reform approaches such as to perfect the Party's democracy,to extend the basic level democracy,to develop the political participations and to speed up the steps of rule by law.Meanwhile,we must select the advance gradually strategy,to make a breakthrough from periphry in the first,than to promote the Party's democracyreform,prepare some beneficial conditions for the comprehensive political reform and the further development of socialist democracy. The combine of multiple routes with the advance gradually strategy is the strong guaranttee of China's political reform and the socialist democracy constractions.
