第二次柏林危机后期美国对苏谈判中的联邦德国因素

"柏林墙"事件后,第二次柏林危机开始走向消退阶段。为了尽快在柏林问题上与苏联达成临时协定,肯尼迪政府竭力推动对苏谈判政策。在实施这一政策的过程中,肯尼迪政府力图排斥联邦德国的影响。然而,没有阿登纳政府的合作,美苏谈判就无法取得进展。在涉及到联邦德国切身利益的问题上,美国政府不可能绕过联邦德国。

The Federal Republic of Germany and the Negotiation between the US and the Soviet Union in the Late Phase of the Second Berlin Crisis

The Second Berlin Crisis began to fade when the Berlin wall was built.The Kennedy administration pushed the policy of negotiation in order to reach an interim agreement with the Soviet Union over Berlin.The Kennedy administration tried to exclude the influence of the FRG in the course of negotiation.However,the negotiation between the US and the Soviet Union could not get anywhere without the co-operation of the FRG.The US must not bypass FRG when the vital interest of the FRG was involved.
