政府经济性规制绩效测度

减少和消除因外部性、公共性等导致的市场失灵需要政府进行规制,而政府规制一方面会增加社会发展的价值,另一方面也需要花费较大的成本。运用成本收益分析和规制绩效的指数分析方法对目前我国政府经济性规制总体绩效测度的结果,可以了解目前我国政府经济性规制的绩效指数仍然较低。变革、改善和强化转型期政府的经济性规制是对某些市场不完全性和市场失灵可能引起的资源配置不当所进行的调整,又是对风险成本的转移和再分配的理性选择。

An Estimation of Economic Regulation Effect

To lessen and eliminate the market failure caused by externality and publicity requires regulation of government which,on one hand,increases the value of economic development and,on the other hand,needs a large cost.However,from the estimation results of the overall effect of economic regulation in present China,by way of cost-profit analysis and index analysis of regulation effect,one can learn that the effect index of economic regulation of the present China is still relatively low.So the reformation,improvement and enforcement of economic regulation during the transformation period is not only the adjustment of inadequate resources allocation caused by market imperfectness and market failure,but also a rational choice of the transference and relocation of risk cost.
