开发西部应注意“体制重复”问题

文章主要就西部开发如何避免重复建设问题作了探讨.认为西部开发应从过去主要依靠投资启动向与市场启动相结合的体制转换,并通过投资主体的多元化来改变原有的国家投资占主导的投资结构倾向,从而避免"体制重复",促进西部经济的发展.

Attention to the phenomenon of system repetition in the Great Development of Western China

In this paper, the author has explored the problem about how to avoid duplicate construction in the Great Development of Western China. The ideas are that the system once depending mainly on investment for initiating the opening should be transferred to the system combining the former with developing markets initiating. And the previous investing system in which the state plays major role in investing has to be transformed into the multiform where the investors play the important part so that it can avoid the phenomenon of system repetition, urging the development of western economy.
