武陵山片区区域发展的协作路径研究

摘    要:区域协作已经成为当今世界大发展大变革大调整中的一项重要战略。武陵山片区区域横跨湖南、湖北、贵州、重庆4省市71个县市,集革命老区、民族地区、贫困地区于一体,自然资源和人文资源极为丰富。充分利用好国家政策和资源禀赋做好武陵山片区区域发展,必须有赖于4省市政府的通力协作,尤其是要做好发展的顶层设计和整体布局,解决好观念创新、组织机构、地方立法、协作目标、市场一体化、协作机制、协作路径等具体问题,为发展扫清法规、体制、市场、空间安排等方面的障碍。

Abstract:Regional cooperation has become one of the world’s strategies in the period of great development and great changes and major adjustments.As a set of impoverished region,old revolutionary base areas,ethnic minority areas,and the mountainous region in one,crossing three provinces of Hunan,Hubei,Guizhou and Chongqing municipality with 71 cities and counties,the Wuling Mountain regional area is abundant with natural resources and human resources.In order to make full use of good country policy to promote the development of the Wuling mountainous region,it must depend on the total cooperation of the governments of the three provinces and Chongqing municipality for having a very good top design and overall layout,especially solving the specific problems of good idea innovation,organization,local legislation,cooperation,integration,cooperation mechanism,collaborative path for the mountainous region so as to clear up such disorders of legislation,system,market,spatial arrangement.
