民族地区政府应对突发群体性事件的制度构建

民族地区的突发群体性事件存在参与主体的民族复杂性和利益诉求的多元性特点。应对的关键在于将事件及时区分为民族性群体事件与非民族性群体性事件并准确定性事件的性质，而这需要有规范化、制度化的预防和处理机制作保证。当前的传统“运动式治理”模式时常致使民族地区政府在事件应对过程中陷入被动。因此，建构一套适合民族地区突发群体性事件管理的制度化、动态化的预防体系、预警系统、处置措施与善后机制，对于化解民族地区客观与现实存在的危机至关重要。

The Study on the System Construction of Ethnic Regional Government Responding to the Sudden Mass Incidents

The sudden mass incidents in ethnic regions have plural characteristics:ethnic complexity of participation subjects and the demands of interests,and the key to a successful response lies in timely and clear classification of the incidents:ethnic mass incidents or non ethnic mass incidents,and determining the nature of the incidents accurately,which requires a standardized and institutionalized prevention and handling system as a guarantee.The current traditional "campaign-style governance" often causes the government in ethnic regions into a passive state in the process of coping incidents.Therefore,it is essential to construct a set of institutionalized and dynamic prevention system exclusive to the management of sudden mass incidents in ethnic regions.Mechanisms of dealing with the aftermath and early warning systems which are suitable for the management of the sudden mass incidents in ethnic regions are vital to resolve the crises exist in ethnic areas objectively and realistically.
