党的十六大提出了全面建设小康社会的奋斗目标,这对我国高等教育事业的发展提出了新的要求。我们必须充分认识高等教育在全面建设小康社会中的地位与作用;充分认识到落实教育优先发展战略地位是增强综合国力、应对国际竞争、全面实现现代化建设奋斗目标的一条必由之路;必须深化教育改革,优化教育结构,更新教育观念,推动高等教育的创新和可持续发展,使高等教育更好地为我国现代化建设事业服务。
