The West Development and the Reform of System

In the process of the reform in China, the strategy to develop China's West is of great significance in bringing about a balance between different regions. However, such a strategy is confronted with many restrictive factors resulting from the existing system that is lack of stimuli for education. Therefore, in the process to reform the system controlled by the government, the strategy to develop China's West should quicken the reform of property right and encourage the local governments to participate in and to make contributions to it.
