| 摘 要： | 农民市民化是我国现代化、城市化进程的必然要求,然而,进城农民市民化仍是一个障碍重重的缓慢进程.本文从流动与市民化、社会保障权与内在市民化、政府责任与社会保障权利获得三个逻辑起点出发,分析得出了农民市民化的路径,认为以社会保障权利为核心的社会权利的公平获得是内在市民化的本质和关键,也是市民化最核心的命题.本文基于对武汉市进城农民的典型调查,分析了进城农民市民化和社会保障权利诉求的倾向,从政府责任与制度变革的视角,提出了改进进城农民社会保障权利获得的制度建设思考.
