日本构筑面向21世纪的安全战略

冷战结束后，日本政府即开始构筑面向21世纪的安全战略。其主要内容包括，不仅努力加强自身防务，而且，增加军费，转变防务模式和战略思想，使日本军事战略具有了危险的进攻倾向；并努力通过日美安保体制的法制化、加强日美军事合作来巩固日美安保体制；重视安全外交，既把它作为维护本国、地区和世界安全的重要手段，又想借助美国争夺亚太地区安全的主导权。这些活动促进了日本国内政治的右倾化和亚太地区的军备竞赛，令日本周边国家和地区忧虑不安，牵制了它们的经济发展。

Japan Constructing the Security Strategies towards the 21st Century

Japan began to construct the security strategies towards the 21st century since the end of the cold war. The main points are summed up as follows: the military strategy shows Japan's dangerous tendency to attack because great efforts are made to strengthen the national defense, increase the military spending and change the defense patterns and the strategic ideology. The Japan-America Security Assurances System is consolidated by building and perfecting the legal system and intensifying the military cooperation between the two nations. Japan, on the one hand, attaches great importance to security in its diplomatic activities, which is regarded as an important way to safeguard security in the country, the region,and the world, and on the other hand, wants to resort to America to vie for the leading power of security in Asia-Pacific region. These activities lead to the Right deviation in its domestic politics and the arms race in Asia-Pacific region, which not only causes great worries to the surrounding countries and regions, but also holds up their economic development.
