流浪儿童教育现状、存在问题与对策

流浪儿童教育是流浪儿童社会化的基本途径,具有预防未成年人犯罪、维护社会和谐稳定的重要作用。目前我国尚没有形成完善的流浪儿童教育机制和保障,存在教育职能不清、教育功能不足等诸多问题。提出加强政策支持,从制度上明确救助机构的教育职能,建立流浪儿童特殊教育模式,加强师资培训和基础教育设施建设等建议。

Education and Problems of Street Children and the Countermeasures

Education to street children is the basic means of the children＇s socialization,bearing an important function to prevent juvenile crime and to maintain the harmony and stability of the society.At present,China still has not formed a sound education system and the protection of the children,and the responsibility is not clear and functions are not adequate.The paper accordingly calls to strengthen its policy support,to define clearly and institutionally the care centers＇ responsibility and functions,to establish a special education for the children,and to advance the teacher training and basic education facilities.
