| 摘 要： | 采用动态最优控制方法分析了在面临外生性石油供给冲击时,国家石油战略储备计划对国内石油消费以及石油价格走势的动态影响.分析结果表明,在面临石油冲击威胁时,石油战略储备的建立对平滑石油消费的动态演化路径具有重大影响;石油战略储备计划启动最优时机的选取主要取决于消费的结构性特征以及石油供给状况.尽管石油战略储备有助于平缓石油冲击的影响,但并不能消除石油冲击发生时油价的跳跃性波动,由此也凸现了战略性石油储备的功能和战略目标主要应该定位在应付外部石油供给的突然中断,而不适宜定位在平抑油价走势上.在石油供给有限以及油价不断攀升的背景下,积极推行能源消费多元化战略对于经济发展和能源安全都具有积极意义.

| Abstract: | We study the dynamics of oil consumption and oil price in a situation where the pending oil shock and strategic oil reserve plan are relevant.By the optimal conditions of dynamic optimal control,we show that it is important to choose an optimal launching time to start the strategic oil reserve plan and it is still not possible to eliminate jumping rising of oil price when oil shock happens finally.It is also interesting that energy diversification strategy should be encouraged when subjected to the constraints of shortage of oil supply. |
