在我国建设社会主义法治国家的今天，举国上下都在倡导依法治国的理念，法律在社会生活中的地位不断提高。然而，有个别执法部门和执法人员怀着利益目的，引诱守法公民“违法”，并依此作为守法公民违法犯罪的证据。这不仅破坏了法律的严肃性与公正性，破坏了社会对法治的信仰，而且严重败坏社会风气，撕裂了社会成员间基本的和谐与互信，使社会公德每况愈下，人们的善良、同情、友爱之心被迫穿上了重重自我保护的盔甲，使那些社会上真正的弱者再也得不到人们的同情和帮助。
