养老保险可持续发展调整机制研究

在人口老龄化压力下，各国公共养老金体系普遍面临逐步增大的支付压力，为维持系统的可持续发展，各国纷纷引入了自动调整机制。本文对公共养老金自动调整机制的国际经验做了比较分析，总结了自动调整机制的机理、特点和类型，结合我国社会养老保险的实践，测算分析了不同调整机制对制度可持续性和待遇充足性的影响，探讨了自动调整机制在我国的适用性。最后给出我国建立养老保险调整机制的建议。

Study on Sustainable Development Adjustment Mechanism for Old-Age Insurance

In the context of population ageing, pension systems in many countries are facing increasing fiscal pressure. In order to improve the financial sustainability of pension schemes, many of them have adopted Automatic Adjustment Mechanism, which can change the pension schemes’ parameters depending on economic and demographic developments and the financing status of these schemes. Based on the review of world experience, this paper summarizes the mechanism, feature and type of Automatic Adjustment Mechanism. After considering the characteristic of Urban Basic Old-Age Insurance in China, this paper analyzes its feasibility, measures the effect of different types of Automatic Adjustment Mechanism on sustainability and adequacy of this scheme. Relevant proposals about reform of Urban Basic Old-age Insurance are given finally.
