建立城乡统筹养老保险制度的分析与思考

城乡统筹养老保险制度是关注民生、构建和谐社会的重要内容。我国现行的养老保险制度处于城乡二元分割状态，制约了养老保险覆盖面及保险关系的转移，限制了城乡一体化劳动力市场的形成，不利于工业化和城市化的发展。因此，消除制度差异，实现基本养老保险制度的城乡统筹，是统筹城乡经济社会发展的必然要求。文章提出了统筹城乡养老保险制度的思路，为相关的研究与决策提供参考。
