| 摘 要： | 制定霍尔果斯口岸的相关条例，成立“合作中心”管理委员会；建立一个共同管理或协调的机构，对“合作中心”区内的交易活动进行管理；为解决“合作中心”双方的贸易纠纷，中哈双方应共同组建相应的仲裁委员会；中哈双方共建“合作中心”官方网站；加强区域经济合作的法律理论与实务研究，为区域经济合作实践提供法律依据。
