我国养老保险制度的碎片化治理——基于“整体性治理”的视角

当前，我国养老保险制度存在着较为严重的碎片化倾向。以协调、整合为核心内容的整体性治理理论为养老保险的碎片化治理提供了思路。文章运用希克斯对新公共管理问题的批判，分析了我国养老保险的碎片化问题，提出了整体性治理视角下我国养老保险改革的路径。

The Management of the Fragmented Governance on the Eldly Insurance.

Presently, there exists the tendency of fragmented governance on system of eldly insurance. The theory of holistic governance whose core content is consistence and intergretion provides solution for this. With Hick＇s critics on the problems of New Public Management, this article analyzes the fragmented issue of the eldly insurance system in China, then puts forward the approach to the reform of the eldly insurance syetem in the perspective of hoslistic governance.
