| Abstract: | The effectiveness and power is externalization of ruling power of a government. Administrative culture which influence the effectiveness and power of a government can be shown at two levels ： macro level and micro level. Administrative culture at different levels will have different influence on effectiveness and power of a government; therefore there are different approaches for improving effectiveness and power of a government. |
