高校院系）实行党政共同负责制的思考

当前,全国各高校院（系）领导体制大多采用党政共同负责制,但在具体的实践中,这一领导体制也不同程度地存在一些问题,削弱了这一制度的运行效果。为此,迫切需要从建立科学的决策议事制度、发挥院（系）党组织的政治核心作用、处理党政关系等方面来积极探索实施这一体制的有效途径,并从领导班子结构、领导班子成员素质、运行环境保障等层面来构建一套支撑体系,确保这一制度在具体的实践中得到落实并高效运转。

Thinking about the Party and the Administration Undertaking the common Responsibility in the Institutes of an University

At present, leadership system of the communist party of China and administration undertaking the common responsibility is executed in Universities of China.But,some drawbacks have already been found in the concrete practice,which weaken the effectiveness of the system. Therefore,in order to find the fruitful way ,we must establish a scientific policy-making system, develop the central role of the party organization,and keep good relationship between the party organization and the administration.In order to perform the institution in practice, a support system should be established in aspect of the leading group structure, quality of the leading members,admiuistration environment security.
