| 摘 要： | 新农村社区发展是和谐社会构建中的重要内容。和谐社会的构建在为农村社区发展提供历史机遇和广阔空间的同时，也在保护农民权益方面提出了更高要求。保护农民权益是建设农村社区的基础和前提，农村社区发展又是保护农民权益的目标和归宿。我国新农村社区发展面临的主要问题是集体经济薄弱、保障服务和农民权益保护制度不健全。应完善有关的法律制度体系，大力促进农村社区发展，这是农民权益保护的基本路径和必然选择。
