| 摘 要： | 促进高等教育的和谐发展，首先必须解决高等教育在社会中的功能定位问题，而高等教育的功能定位，则主要是通过高等学校的理念即大学理念来体现的，最核心的问题是如何处理大学与社会的关系。在高等教育发展的历史过程中，坚持用科学的发展观统揽学校发展的全局，是求真务实确立学校战略发展目标的必然要求。
