城乡统筹、赋权与农村活力

中国改革发展的历史经验以及社会发展理论告诉我们,城乡统筹的关键是给农村和农民赋权,激发农村和农民的内生发展能力和活力。要使中国当前的农村和农民释放发展活力,城乡统筹要从2个方面给农村和农民赋权:一是取消城乡二元户籍壁垒,二是给予农民国民待遇。

Urban and Rural Balancing Development,Empowerment and the Rural Vigor

The historical experience of the reform and the development in the China and the theory of the social development tells us that the key of the urban and rural balancing development is to empower the rural and the farmer. We must stimulate the endogenous development capacity and vitality of the rural areas and farmers. And to do that, we will empower the rural and the farmer from two aspects. One is to cancel the urban and rural dual system, and the other is to give the farmers the equally national treatment.
