摘    要:本文概括了河北省直机关公务员胜任力模型构建与检验的基本方法,并阐释了建立公务员胜任力模型的流程及该模型具有的特点。模型主要涵盖了决策与创新能力、依法行政能力、自我发展能力等八个因子,为河北省直机关公务员的选拔、培训、绩效考核提供依据,同时也为公务员自身发展指明方向。

Abstract:This paper summarized the basic methods of model constructing and testing,and explained the process of constructing the competency model of civil servants of Hebei Provincial Authorities and its characters.The model covers the capacity of eight aspects,including the capacity of decision-making and innovation,administration by law,self-development,etc.It can provide the basis for civil servants selection,training and performance assessment,and at the same time the model directs for the development of civil servants.
