基于最优防范框架的问责研究

通过对管制员的问责以追求最低甚至零事故概率,虽是人本政府理念的体现,但在既定的技术和资源条件下,这一追求并不是最优的选择.在最优防范理论框架下,政府管制的最优水平,是在边际防范成本等于边际预期事故成本点上.所以,虽然问责制对中国民主政治制度的建设具有重要意义,但它在社会性管制领域却并非是一个有效率的制度安排.
