| 摘 要： | 经济发展是建立农村社会养老保险的基础条件,不同经济发展水平可以建立不同保障水平的保险制度。在国家对个人帐户补助的前提下,贫困地区也应当而且可以开展低水平的农村社会养老保险,并随着全面建设小康社会的步伐逐步规范和完善。同时,针对农民工的社会养老保险进行制度创新,可使城乡社会保障制度尽快接轨。

| Abstract: | Economical development is an essential element in establishing rural old-age insurance system,and different level of economic development may lead to different security level of insurance system.By combining socially pooled funds with personal contributions,the authors consider it possible and feasible to begin a low level old-age insurance at first in rural areas,which is then to be improved step by step along with the comprehensive construction of well-off society so as to finally realize the socialized old-age insurance services. |
